Add menu item
Add menu items allows you to organize your menu by including folders, spaces, and links to the navigation bar. The navigation menu can consist of a top-level menu in the navigation bar, along with four levels of submenus.
A navigation menu can consist of a top-level navigation bar and four levels of submenus, up to a full five-level structure. When configuring a menu, you can't configure more than five levels in total.
Creating a navigation menu structure
1. Log in to Confluence as an administrator.
2. Click Get Started for Flexible Space Navigation in the User-installed apps list under Apps > Manage apps.
3. When the navigation list appears, click the Configure Navigation (wheel icon) next to the navigation to configure the menu.
Configure Navigation appears. In Configure Navigation, click Navigation Structure > Add Menu Item. After you click Add Menu Item, you can select the type of menu that you want to add and set it up.

Add Folder
Folders group menus together. When you add a folder, you must enter a folder name. After creating a folder, you can add subfolders as menu components or organize submenus using spaces, CQLs, and external links.
You can add folders up to three levels of submenus starting from the top-level navigation bar. Since the menu can consist of a total of five levels, folders cannot be added at the fourth level. Submenus can only be organized under folders.
Name: Enter the folder name. The folder name can include duplicate names and special characters, with a maximum length of 255 characters. Please note that the folder name is a required field.
Icon: Choose an icon to display before the folder name. You can select from the provided icon list, and it is optional if you do not need one.
Icons can be used only in the top-level menu of the navigation bar and up to the second-level submenu. Icons cannot be selected for third-level submenus and beyond.
Type: This indicates the type of menu item you are currently adding.
Link: Folders are used to group submenus, so you cannot enter a link.
Actions: After entering the folder name, you can add submenus to the folder in the Actions section. You can add submenus such as folder, space, link, or CQL.
Delete: Remove the added menu item.
If the folder has submenus, clicking delete on the parent menu will remove it along with all its submenus.
If you configure the folders as shown in the screenshot above, the navigation bar will display the menu structured as follows:

Add Space
The Add Space function lets you link to Confluence spaces or pages for quick access. To add a space menu item, select the name of the space or page you wish to link.
The menu name displayed in the navigation bar can either use the existing space name or be customized by the user during menu setup. Spaces can be added at any location, either in the top-level menu of the navigation bar or as a submenu under folders.
Please note that you cannot add submenus to space menu items.

Icon: Choose an icon to display before the space name. You can select from the provided icon list, and it is optional if you do not need one.

Link: When you enter part of the name of the space you want to link, a list of matching space names will appear below the link input field. Select the space address you wish to link from the list.
Actions: Submenus cannot be added to spaces, so the actions icon will be displayed as inactive.
Delete: Remove the added menu item.

Link to an external web page that is not a Confluence space. External links must be entered with "http://" included.
Name: Enter the name of the external link you want to connect. The link name can include duplicate names and special characters, with a maximum length of 255 characters. Please note that the link name is a required field.
Icon: Choose an icon to display before the link name. You can select from the provided icon list, and it is optional if you do not need one.

Link: Enter the address of the external link you wish to connect. The address must be entered with "http://" included.
Actions: Submenus cannot be added to links, so the actions icon will be displayed as inactive.
