License Rule List
The License Rule List displays all existing license rules. From here, you can edit or copy rules, deactivate or delete any that are no longer needed, and filter rules by Scope, Status, or Site. You can also create a new rule or view the Audit Logs for all rule executions.
Overview of License Management Rules
1. Login to your Jira Cloud site.
2. Go to Apps > Flexible User License in the left sidebar.
3. When the Flexible User License app is launched, select Manage Licenses > License Management Rules from the top navigation.
4. On the License Management Rules screen, view the list of rules and take the necessary actions.
Buttons
Create Rule: Create a new license management rule.
Audit Logs: Go to Monitoring > Audit Logs to view logs generated from license rule executions.
Search & Filter
Search for Rule Name: Enter a rule name to quickly find specific rules.
Scope: Filter rules by their scope. Available scope options include:
All Users: Rules scoped to all users.
Users in selected domain: Rules targeting users in a selected domain.
Users in selected group: Rules targeting users in a selected group.
External Users: Rules targeting external users.
Status: Filter rules based on their action type. Available options are:
Remove user: Rules that remove users from licenses.
Change user status: Rules that change user status (e.g., active/inactive).
Site: Filter rules by site. If no site is selected, all sites will be included by default.
Reset: Clears all applied filters.
N items, showing N results: Indicates the total number of rules that match the filter criteria and the number of rules currently displayed on the screen.
Table Columns
Name: The name of the license management rule. Click the rule name to open the Review step in the Create Rule flow, where you can view or modify the rule and toggle its activation.
Scope: Indicates the scope where the rule is applied.
Last Updated: Shows the date the rule was last modified.
Site: Shows the site where the rule is applied.
Created by: Shows the name and email of the person who created the rule.
Status: Shows whether the rule is enabled or disabled. Use the toggle switch to turn the rule on or off.
Actions: You can copy or delete the license rule.
Copy: Duplicate the rule. Clicking Copy opens Step 1 of the Create Rule flow. The new rule name will default to Copy of [original rule name], which you can keep or change. You can reuse the original rule as-is or modify specific steps before saving.
Delete: Permanently delete the rule. Make sure to review the rule before deleting it.
